I can see it being Portuguese. My only other guess would be Spanish, you know the real Spanish... from Spain!

Qui vigilia als vigilants!

Thank those who are alert/awake for being on alert/watching!

This is a loose translation but it is pretty much literal for the meaning it is in.

It is base Latin, not church Latin, so many of the online translators would not pick up on the spelling...  Though Portuguese, Spanish, and French translators would get some of the words thanks to it being a base language.

Voulund is closest... but not spot on.

Here are some more clues -

It is currently the official language of a country.

Parts of Italian, French, and Spanish are based on it.

And - It is derived from Vulgar Latin

Well techincally Matt - you speak Vulgar English :P

Vulgar is derived from latin "vulgaris" meaing of people and refers to how latin was spoken rather than written - which is why online translators have such a problem with "Qui vigila als vigilant?"

I am sure this isn't right, but it just seems like it should translate to:
Be Ever Vigilant
