Need Costuming (sort of) help...Advice/comments appreciated.

I am building a new costume. I know I know....

Anyway I need some help/advice with a part of it.

Do you remember those Static balls that glowed and fired off
some electrical current that when you touched it would cause
your hair to stand on end?

What I want to do is fire an electrical current, just a single line,
down a small, maybe a cm in diameter and 5 inches long, tube and end.

What I would like to know is the following..

1. Is it possible to do on a low voltage (ie AA/AAA/ anything upto D)
battery?

If the answer is yes...

2. How do I do it to where its not dangerous (ie create to much
heat/or whatever)?

If you don't know how about a suggestion on where to look......

With your primary object, the charges  find your finger, locate to it and remain inside. No stimulus charge.

While its got the right idea, for what I want, I want to be able to do it low voltage style.
Also I don't want to light myself on fire. A few experiments are in order for sure.
