Hi Mike, and welcome back!
No costume is automatically approvable in the 501st. It's all about making sure it fits to you and meets the requirements defined in the CRL (costume reference library -
http://www.501st.com/databank/Costuming:CRL). That said, the general experience with Anovos has been positive, and it should be a good base to work from.
To get back to being an active member and receive credit for troops, you'll need to have an approved costume and/or make an appearance at a troop in an approved costume. If you're on Reserve status with the 501st, all you'd need to do is wear an approved costume at a troop. That will make you active again. If your 501st status is Retired, you'll need to submit a costume and have it approved by your garrison's GML team before you will be switched back to Active status. Wearing legion shirts at an event does not count for credit.
Eastern WA troops are usually handled through Garrison Titan, so you'll want to log on to their forums regularly to keep an eye out for events you might be able to attend. They will also be the ones to evaluate and approve any new costumes you make.
