I think my Belt is Too low.

Also, if the Tunic is Still too short, then Im SOL, since the Seamtress said that it is Impossible to adjust it

Some suggested improvements:

Have the uniform dry cleaned/pressed.
Yes, your belt is too low - bring it up and cover the seam line (it sits more at the belly button)
Add hat
Add boots

Also, your rank bar indicates a Naval Lieutenant. You said in the past you are going for an “Imperial Security Services Officer”. Do you have a Rogue One/Solo/Mandalorian screen reference that shows that rank for ISS? Here is the CRL for ISS Officer regarding rank bars:

Rank consists of colored plastic tiles mounted on a single or double metal or metal looking bar(s).
Worn on the left side of the tunic over the heart, aligned with the code cylinder pocket.
Each bar is approximately 1 inch (25.4 mm) to 1.25 inches (31.75 mm) in height.
Length is determined by chosen rank.
Rank tile dimensions and spacing are appropriate and proportional to the sizing of the bar to allow for even spacing from each other and the border of the bar:
Rogue One/Solo rank tile dimensions are approximately 15 mm wide, 21 mm tall and 3.2 mm deep.
Mandalorian rank tile dimensions are approximately ½ inch (12.7 mm) width x ¾ inch (19 mm) height x 1?8 inch (3.2 mm) deep.
Rank tile sizes must all be of one or the other — Not to be intermixed.
Please note that final dimensions of the bar may be proportional to the wearer.
Rank bar corners are a hard 90 degree angle, or slightly rounded.
Rank tiles are translucent, rectangular, positioned side by side in a vertical orientation, and evenly spaced.
Color, quantity, and combinations of the tiles/bars are determined by rank, and are appropriate to uniform type/color as supported by licensed reference.

Buy a handheld fabric steamer you can get them for $30 to $40. Works better than an iron IMO.

This is me personally speaking, I am not a GML and my opinion is just that, an opinion from a fellow officer builder.  I do believer your tunic is going to come up a few inches short when all is said and done. 



However, with that said, let's not get all sad faced yet! I actually think there is a bit of a silver lining here for your build!  If we can get you that correct sized poncho, it will cover the tunic completely and in my opinion drastically improve your build IMHO. From my understanding, and Von can chime in here... your given the approval from what can be seen, not what's underneath. That poncho will cover these issues and looks a heck of a lot better, at least too me. Just some food for thought.

I would get my tunic tailored, but no seamstress I went to offered to do it, saying that it was impossible to do.

It is impossible to add more material. That's why it is so Important to get the measurements correct before ordering. Did you send them your measurements?
